Hey~! Let's have a talk about gal makeup.
Is it actually so important?
Before we start, I wanna establish that everyone has a right to have their own opinion and the modern gyaru (2020s) is a bit different, I'm refering here mostly to the 2000s and 2010s as previous to that the makeup didn't pay such a big role.
Soooo is it really important? Yeah, it is.

Yes, it it but together with the appearance, you need to remember that gyaru is a fashion-based subculture. So anyway, let's talk about it~!
The most common attribute in gyaru makeup is the droop. The droop is a makeup feature focused on making eyes appear bigger or droopy by creating a space between the waterline and the lower liner. The space can be either left empty (or filled beige/gray) or filled black, however filling it white should be avoided as that's what differs gyaru from dolly makeup.
It's important to remember the droop's purpose is to enlarge, round or droop the eye shape, not make the eyes appear slanter, so I drew this to know what makes the difference:
So as you see, the important thing is to follow the eye shape to the outer corner before starting the droop instead of starting it above.
There are many ways to do your droop and you should experiment with what fits your features the best! You can do the sunrise droop (blue one) which makes your eyes look smiling and approachable, the green enlarging droop or the classic yellow one, and remember that all can be longer or shorter (vertically), and with rounder or sharper tails.
You can create the droop in many ways too! A simple line or a droop made of lashes, that's up to you~
Did you know it's possible to be gyaru without the droop too? Yeah! But it all depends on the substyle, while you can pass on the droop with softer styles like for example himekaji, it wouldn't be possible with flashier styles like tsuyome.
In some styles it's also ok to do makeup without the droop but with darkening the lower lid, like rokku.
The lips in gyaru are almost always light color (preferably pink but coral appears too sometimes) or even white, the exception being mature elegant styles like Onee and Mode.
